and sees a brother or sister in need
but has no pity on them,
how can the love of God be in that person?
18 Dear children, let us not love with words or speech
but with actions and in truth.

Here is Terry's comment:
The key word in the passage you referred to is “pity”. We are called to not only recognize the struggle of others, but to be emotionally engaged. Only when we are emotionally engaged can the love of God flow freely through us and bless another. And in that moment, if we can help on the physical side, that is it our blessing.
And I ask... Are we emotionally engaged with those in need?
